Yeah, person can stand there but it's pretty common courtesy to not just send a random person a creepy message because you're speeding on a red bull and trying to use a disorder as an excuse for the behavior. Speaking as someone who has one, it's not acceptable.
That is two completely different situations - and definitely 100% harassment - and you should report.

Spam slapping and following you at MSQ - that's a different story.

In general, all expressions of an obscene/indecent nature are prohibited. If a report has been filed and the prohibited activity is confirmed, a penalty will be issued.

This applies to not only text-based expressions such as chat but also to expressions that use emotes and or character movements in ways that are sexually explicit.
