Most would just leave or disband the PF. Harassing is against ToS and majority of player knows at least this. So I am sorry to say that I find your claim ‘often get attacked and harassed’ is hard to believe, as that’s basically a free ticket to GM gaol to the offenders.
From my experience, most extreme runs that wipe to enrage is usually because of too many deaths, never has anyone blamed a healer for not doing enough damage. I've been pugging since mid-HW and most of the content I do is through pugging.

Healers do get blamed for failing mitigation checks, even if a melee didn't use Feint. I have also been blamed back in O8S for the party dying to a raidwide from full HP despite being a WHM. I've also been blamed in P8S despite already using all of my available mitigation, some people died to Stomp Dead because neither of the melee used Feint. I can say that in all my years of pugging, I've never once seen a healer get called out for not doing enough damage. The most common thing people say when enrage happens is "All right, use food and pots, is everyone aligning buffs?", and if we keep seeing enrage, people usually just say "This party doesn't have enough damage". People simply don't blame healers for not doing enough damage.
