AT&T and NTT are trash, we've given them more than enough time to fix the problem, at this point I'm starting to suspect they're limiting traffic on purpose or at the very least deliberately not fixing it. I'm just going to switch ISPs and will recommend my friends do the same. Maybe if enough people switch that'll also alleviate the congestion for the remaining AT&T customers. Though not sure why anyone would choose to remain an AT&T customer after this fiasco seeing how well they handled this situation, even if they do eventually fix it.
A lot of people don't have access to a variety of ISP's unfortunately. I don't love ATT either but this isn't even technically their fault, it's outside their network. There seems to be more than one issue going on here, too. I'm an AT&T customer and switched to a VPN and was raiding fine for an hour, then started getting massive server delays and choppy gameplay (everything freezing every-other second then rushing to catch up again, over and over and over). I started running a continuous ping while playing and had a stable 47ms delay and 0% packet loss throughout two hours of miserable input delay and rubber-banding after the first hour had no issues. Whatever's causing issues for me post-VPN seems to have nothing to do with AT&T or NTT.
So I contacted NTT to see what's going on with this situation and they said this Thanks for taking the time to contact us.
Unfortunately, this issue is related to capacity limitations between ATT and NTT Peering.
This issue has already been escalated to the highest technical levels within NTT to help alleviate the congestion.
However, We are unable to overcome the root of the issue which is the lack of capacity.
Yup, exact same response other people have gotten. Not surprising, that must be their stock reply to people asking about the issue.
i have a feeling this situation going to take months or never now. but if you guys wanna take a shot in contacting them. here's the email netops@gin.ntt.net I would be nice since these are just customer support. the only way to pressure them.

Pretty much so the only best thing is to just pressure them to fix it if not then I may change isp's in the next coming months if this does not get fixed. tbh
IMO it's "bottom line" time. SE needs to make a clear statement regarding the future of this issue. We can and will get this addressed and need X amount of time, or, we do not have the means to address this issue. They need to make it clear so we as consumers can decide how we want to proceed. I live in a condominium, ISP is contracted by the association. I cannot switch ISP. I will not add another monthly fee, (VPN), to play a game that has a monthly fee. Diablo IV is out Friday and our ISP works perfectly for everything other than FFXIV. I will take SE not clearly posting their intention as, we do not have the means, (or intention), to address this issue.
