Silence being considered OP is due to a UX failure--ie the game gives very poor feedback for the player being silenced. Getting stunned or bound or heavied is very obvious, as it affects the way your camera behaves on movement input. Silence, allowing normal movement, creates a split second wherein you believe your original plan of action is still valid, so you continue playing aggressively, or you continue to play as if you had defenaive options in your back pocket.
It takes a glance at your hotbars and/or (de)buff bar to realize what's happening to you, by which time it's often too late to react. That is, unless...you anticipate and respect the enemy's offensive options, and don't play as if the BRD won't target you.
People forget that BRDs also play against other BRDs, and we have no problem understanding and respecting the silence.
I don't think people continue to play aggressively while silenced since it blocks all action except movement and purify. I think the problem is more about the fact that you see people take a stun or heavy and they cleanse but then catch a silence. Personally, I think the timers on all the CC effects need to be looked at.

1. To not get hit by bard
2. Pull bard out of position if they want to kill you, leaving them open for a counterplay
Too bad devs don’t realize this.
By play aggressively I mean continuing to walk forward. And if your Purify is down + your resilience window is over and you still press forward...that's exactly the kind of button disrespect I'm talking about. If someone gets silenced and dies in that situation, they 100% deserved it.I don't think people continue to play aggressively while silenced since it blocks all action except movement and purify.
