Silence being considered OP is due to a UX failure--ie the game gives very poor feedback for the player being silenced. Getting stunned or bound or heavied is very obvious, as it affects the way your camera behaves on movement input. Silence, allowing normal movement, creates a split second wherein you believe your original plan of action is still valid, so you continue playing aggressively, or you continue to play as if you had defenaive options in your back pocket.

It takes a glance at your hotbars and/or (de)buff bar to realize what's happening to you, by which time it's often too late to react. That is, unless...you anticipate and respect the enemy's offensive options, and don't play as if the BRD won't target you.

People forget that BRDs also play against other BRDs, and we have no problem understanding and respecting the silence.
