Making distinctions is purely by the playerbase - each person decided for themselves, "Well, I think THIS is ok but THAT is utterly terrible and why isn't SE banning those people??" Ditto for marketboard websites, crafting assistants that track how much materials you need, and so on and so forth. All will have someone saying "No this isn't bad, this isn't cheating!"

To SE, it's all the same, and all verboten.
If it was all the same to them, they would just roll out a anticheat and smash them all, but they don't so why not because #1 SE obviously realizes there is a difference and #2 they don;'t see a reason to upset a playerbase that affectively isn't cheating the game. They might not like mods being used but and ask against it but if they were as hard as you claim they would just roll out anticheat next update.
