What I mean with being able to prepare is that most Ultimates during a phase transition give you some time to try and refocus and relax before the next thing your fighting starts auto attacking or throws out its first mechanic. Yes, I know TOP so far is the only one to go against the norm and that it would probably be a bit tougher to do something similar to TOP with Endsinger. Just that they have now made it possible to try and do so.
I mean even TOP is basically, from a design perspective, 'a bunch of different boss fights stitched together'. It's just that unlike the other Ultimates, the fights that comprise TOP were all against the same guy so they can put them together more seamlessly.

It's not that they won't do Endsinger Ultimate because Endsinger is just one figure. It's that they won't do Endsinger Ultimate because that's only one boss fight. It just doesn't give them enough to work with and build from (and from a development economy perspective, barely any assets to recycle for the fight).
