also even subtitles has some loss in translation. for some reason theres a bit of a loss between japanese and english. some stuff has to be conveyed differently.
It really wouldn't take that much time, nor resources. They already have a translated JP > ENG script (they have to), and it certainly wouldn't take them much trouble to roll that out for those who would prefer that over a localization I've worked in QA, specifically with regard to localization testing, and the pipeline isn't that complex. In fact, it's one of the simplest out there.

Do you know what you get when you change the cutscene audio to 'Japanese' in the game settings? You get Japanese cutscene animations and voiceover audio. It would be OBSCENELY trivial to implement text which properly represents that, and even more than that.

You'd see how trivial that would be. I'm not suggesting that they bring in voice actors.
