Just with that alone, we have reduced your 2-3 year plan to 4-12 months and even in those 4-12 months, they still have to work on new content, who knows about a new deep dungeon/exploration zone along with other potential changes to jobs that might come down the line and even now, looking at 8.0.

    Even just looking at Dev time, it is not feasible and not cost effective to do when there is already a perfectly good system in place and remember, this has not even touched upon the various issues that would come with such a concept that you keep choosing to ignore.
    the same people that do balance now do it then as well. as well why you care what devs do what? do SE care how you get the money to pay for the game?
    how i ignore the concern when no one bring anything real. saying "well it be long and hard so don't do it" is not a concern .
    in the system we get now what is the point of leveling up when in 90% of the game you wont have a way to use the skills from leveling up?

    They will not have time to do it, that was the whole point.

    Just because you do not see the issues as 'real' issues, does not mean they are things you can just ignore. I can say your issue is not a 'real' issue and ignore it in the same vein. Plenty of issues have been bought up, not just from the balancing of damage, but mitigation and healing kits along with other less tangible points. Again, you are just ignoring them because they go against your narrative. Apply some critical thinking and actually think about the issues people bring up, why they are causing an issue and if there is any feasible way to balance around them.

    The other extreme is having everything unlocked at the start and having no character growth at all. The point of levelling is to give you the tools slowly over time so that you can learn how to use them and not feel overwhelmed at having everything thrown at you at once. You might be someone who doesn't mind that, however, that is not how the game was built.
