SWTOR was also the most expensive game ever made when it was launched, and it went f2p shortly after due to a lack of return on investment from subscriptions.
I am not saying it is a great game. I am saying that leveling was great because of voice acting.
Because other aspect were bs, like they used horrible engine, there were tons bugs, they didn't think about post game content.
I am not saying that old republic is great, i am saying it has a great voice acting.
GW2 or ESO also has voice acting, both of them are popular.

GW2 has a very minimal story compared to others, so it didn't cost as much.
Voice acting costs a ton.
Tell me you didn't play those games without actually telling me.
Even if GW2 had shorter story, it is completely voice acted, while FFXIV has 1/3 of a main story voice acted at best. There are 10 VAs just for player character and it's not just main story, but everything, including random NPCs that are voice acted. But most importantly, the game will cost you now 60 euro for all expansions, no sub ever needed. So if smaller game with much more customer friendly prices can do it, why can't FFXIV?
As for SWTOR, I haven't played it, but quick googling tells me that problems were mainly technical with some questionable design choices, while players praise it's story (which is where investing into VA pays off).
"Voice acting costs ton" - Everything costs a ton if you mismanage it. Why do we need Game of Thrones actors and celebrities like KENN? It's just flex, if they hire less known, but just as capable VAs for half a price, they save money, give exposure to the new talent and they get good relation with that VA. But yeah, then they cannot use the "we hired too popular people that are too busy, which is why we couldn't get voice acting done" excuse.
