Why are you so certain that the other bidders have no intention of finalizing their purchase if they win? There are others who also would love to upgrade.

Except if someone actually owns the affected plot, GMs are more likely to take action under ToS for nuisance behavior. With no one owning the plot right now, no one is being adversely affected by what the owners below have done (beyond the general eye sore to the ward).
