Peloton is 1.2x and sprint 1.3. Fists of wind (rip in piece) is 1.1x
I wouldn't mind sprint having no cooldown in cities. If I don't feel like going slow, I'll switch to Bard or Dancer for Peloton but not everyone has that option.
I support the idea of an exclusion zone around npcs and things like summoning bells.
As to proposal 3, I think the OP maybe has mistaken how the Aetherytes in cities work; once you are in a city, you don't need to go to the main one again to get around.
The first one I wouldn't mind; however, I'd change it to simply turning sprint into a toggle while in cities, just as it functions in PvP. This way those that wish to run normally or walk have the choice to do so instead of having an immediate buff foisted upon them.***Reserved for Edits ***

Options to fix this problem thus far.
#1 Implement a zero cooldown sprint, a perma sprint or a sprint buff as soon as you enter a city that does not allow mounts.
VeyaAkemi suggests below "Give us PvP Sprint while out of combat and instances, toggle on, falls off if you take any action, and as a bonus point, action changes to normal Sprint while in places you can't use toggable sprint, that's all I'd want."
#2 Add collision detection around important in game assets such as quest giving NPCs and retainer bells. Allowing players to stand on top of important assets allows for griefing in not only cities but the world as a whole.
#3 Better aethernet systems. Optimizing crystal teleportation so if you are inside the city already you can open your map and teleport to any of the aethernet crystals directly instead of having to teleport to the main hub and then to a smaller hub afterwards. This removes an extra step that is not needed and is not streamlined for QOL. Also adding more teleport locations would be another option.
I don't have an issue with this. However, know that there are ways around griefers that allows you to target the nearest NPC or interactable item. You'll have to consult your hotkeys to find it as mine are different.
Three, are you really that strapped for time that when you're not immediately next to an aetheryte that you re-teleport to the city hub just to get to the area in town you want to get to? What a mitigable waste of gil. You realize the smaller aetherytes aren't just for teleporting TO right? You do know you can teleport FROM those as well? >.>
I would love to level a bard one day and def interested in dancer as well. Good to know about the hotkey I will have to look into that.
And yes... I got spoiled playing other MMOs apparently, its a QOL thing. Just press M click on any crystal and go there in cities since they don't let us use mounts.

It sounds like you're still not understanding the aetheryte shards. They are not just destinations. You don't have to go to the main aetheryte to teleport to a different shard. I edited the original post to make it clear.
I do not want to have to run over to a crystal before being able to teleport to another crystal.
We should be able to press M and teleport to any crystal inside the city just like we can do to get to the main hub since they don't allow us to use mounts.
The current system just feels very janky compared to other MMOs and could be improved to make our lives/the feel of the game better.
