Tbh it also varies server-to-server. I managed to snatch exact small plot I wanted during last roulette and I did that with literally nobody even trying to contest and like half the new smalls in the new wards of that district are still open, but then you have other worlds/servers where almost everything except worst goblet spots is bought up already. People naturally gravitate towards trying for 'better' spots and after they fail, the bad spots have competition over them too, where they fail as well. I don't think it's fair to blame it entirely on that because of it. So yeah, demand is uneven on different world servers, and supply is more limited in some places than other.

Then move to an area where the supply exceeds the demand.
