That's some of what I was getting at with the cultural differences. EU region is made up of a lot of different countries, so each of their education systems are different and so are the circumstances of their countries. It's just like how there are cultural differences on JP data centers.
It was overtly rude and against the rules to the point of talking about their damage, and usually this berating went on throughout the run or went as far as talking about them in the third person as if they weren't there and I saw this behaviour multiple times. It was definitely rude, but as you said, I think certain people in the EU region will see that behaviour and be fine with it because of not liking "lazy" players which are obviously just returning or casual players. The OP's examples further demonstrate this intolerance of laziness (like not watching a video).If someone from NA wants to experience the EU DF, go ahead, just keep in mind what you might consider rude is just how we do things over here.
I'm not saying there aren't nice players. Nice players are everywhere and they are probably even the majority. I just have a feeling that if OP had been playing in NA they would not have a long list of experiences like this, otherwise I would have seen them in my mentor roulettes regularly. If this sort of anti-laziness sentiment exists in NA, they are probably a lot more quiet about it in an average run than they are in the EU region.
My point with all this is that OP could try playing in NA instead and see if it improves.

Funny enough I'm debating on switching regions, I've made some alts on NA and JP going to lvl them to a somewhat decent lvl then spam DF and see what peoples are like before I pay to switch my main over
For class specific things people will suggest you to do things as they are supposed to be doing... if you are in a level 60 dungeon only is pulling small amounts as a tank, you would most likely be asked to try and take on more politely at first.. some can be a bit more pushing if keeping on going one by one, but you are technically griefing the team as a tank and slowing the gameplay.So a little context, I played until the conclusion of Stormblood then took a break and very recently just came - before I took that break the community overall was pretty great and friendly, however since I’ve returned I’ve noticed a massive downgrade of the community, in the past I came across maybe 1 toxic player other every month but now it’s pretty much 2-3 daily and with how the report function is now it takes a lot of time to report players that are being toxic, this should be like how you report rmt and have it be a right click on the text and report
Here’s afew brief snippets of what I’m running into a lot with duty finder:
Healers who straight up stop healing when I (as a dps at the time) got caught in an aoe, they’ll Rez but no heal so I die a lot then complain that I die too much and should quit again
Then when I decided to play as dark knight, afew party members demanded that I pull wall to wall and stop tanking like thancred, dps proceeded to pull lots of mobs then complain that I didn’t rush over to grab aggro
Then the very next run while again I was playing dark knight a healer used rescue when I was trying to proc blackest night, then proceeded to say I was a “dark tard” after I explained what I was trying to do
Then today, I got into a duty finder group for the endsinger trial, I explained I was a returning player and hadn’t done this trial before, healer said I should’ve looked up a guide and not waste other peoples time, 2nd tank refused to use his enmity gain skill and said that I’d be tanking it, I didn’t know LB3 was needed for the end part and we all wiped, healer then says and this is why you watch a guide beforehand idiot, now go again and maybe try to take less damage as well
So yup, big downgrade in the community - I could go on but I think people get the picture, rescue should hopefully get removed too, it’s good on paper but I’ve only ever seen it used as a griefing thing, not for it’s intended purpose, I’ve seen far too many white mages use rescue to drag people to their death but I think it would be super helpful to make the reporting process a lot easier
For actually toxic things... as in openly harrashing and the likes... just use the ingame report system and if you can't find them in your group.. click contacts and you can see the last amount of people you was grouped with in a dungeon, if you need names and servers they came from.
If everything you said was true, sorry about your luck OP. To me, that is what it largely comes down to, I guess. I could probably count the number of negative encounters that involved me personally on one hand, and not a full hand either. In my opinion, it's not anywhere near as bad as you seem to think it is. Now, that said, you seemed to be running along the complete opposite side of some of the community standards, like pulling wall to wall for example. That is just expected of anyone who takes up a tanking job. I'm sort of skeptical of the healer not healing you in AoEs. I think we are missing some crucial information there. The Endsinger fight...again, if true, that's unfortunate. Most people don't look up guides for normal mode content like that, so just ignore the jerks and do your thing. You'll learn soon enough, I'm sure. Regardless of whether I'm the main tank or the off tank, sometimes picking up someone else's slack is the best path forward. If you weren't comfortable tanking, I'd have taken the boss from you without a thought. But yeah, the report system is a bit convoluted. It could use a good bit of streamlining.
