Why not just restrict it so that only people in the apartment, house, or free company that have the appropriate privileges can use them. Then further restrict it so that when someone uses a glamour dresser, IT WILL NOT WORK while a house is in editing mode. The item would basically become completely useless unless completely out of editing mode in housing.

What happens if someone opens it before another person opens editing mode? You likely run into the same problem.

I think the best option is probably to make them exist only I rooms and apartments, limiting who can use them to the owner of that room. Less lucrative perhaps, but sidesteps the inherited 1.0 issues
