Houses should have a monthly fee

they should be heavily taxed at let's say 50% of original plot value per month.

It's really not targeted enough. We need to be working on freeing up houses on the busiest server while rewarding people to move to lesser populated ones.

How about on those servers where apartments have run out all houses are taxed at 200% of purchase price per month.
And on servers where there are more than 100 empty plots people are paid a stipend of 200% of purchase price per month.
