Unless they move a current server over there or completely disable making new characters on all the current NA datacenters I don't see the new DC being very active.

Really? I am actually expecting a lot of people to move for the housing alone, and the housing lotto to have multiple bids even in the small plots. I think the wards might fill up fairly quickly

People did that when OCE came out and the place is still dead in comparison to the other DCs. I remember moving there for housing, getting one without any challenge and then leaving anyway because it was boring.
There will definitely be a wave but anyone who has obligations to stay on their original DC still will (friends, FC, roleplay related jobs, etc.). It will most likely just be a bunch of alts as well rather than anyone's main till the state of the DC is known and whether or not it's viable.

While possible, most people prioritize their current connections over a house. Speaking for myself even, I considered moving my main but have several friends here. Not to mention the raid scene on Aether will be infinitely better. Sure, I could just hop back over but that sort of defeats the purpose of transferring.
"Stand in the ashes of a trillion dead souls and ask the ghosts if honor matters."
"The silence is your answer."
My guess is that the feel is going to be quiet, a small country town, and a lot of alt-sprouts. People willing to stock the marketboard will make a lot of gil in the first weeks from the Lazy Tax.
Housing crowd will be there, and will be a substantial portion of the initial players, but they won't fill the servers. There will also be people gawking and checking it out. (I think we see a distorted view of housing on the OF - real demand likely isn't as great as the hullabaloo here suggests.)
In a month there will be a few wards with FCs all bearing the same name, and the associated salt here on the OF, despite there being thousands of empty plots.
Mostly, though it will feel like NA already does. Same underground bard-bots. Same Chat spam in Cities. Most people speaking English. Dungeons starting with Meowdy or Hi, then silent. NA strats used.
(Plus a few who move and regret it, and moan constantly how they can't wait to move back for 90 days).

the more solo focussed players perhaps.
but those with friends nad social bonds on there existing data centres and stuff are less likely to move.
a look at the OCE data centre will show you that with how many oce players stayed where they were because everyone they know is there..
Same thing happened when they launched the EU data centre. which is why theres still so many europeans on Aether and such. though that one has had time to mature and grow with new players actually starting there. fleshing out the populations a bit.
despite how heavilythe game pushes to be a single player rpg it is still an MMO and that makes friends and social connections a top priority for a good portion of the playerbase.

I don't expect that at all. I expect an active housing community to be the ones who transfer, but having multiple bids on every house in every ward in every housing area is unrealistic. That won't happen.
