Buff their spell damage, give them another mobility tool and leave it at that, RDM doesn’t need to be quad melee comboing
Once again this could be fixed with a change to the Dualcast mechanic.

As well as reducing the cast time of the next spell to zero by 5 seconds, it increases the potency of the next spell cast by 10%.
Functionally a ~5% (a little more because you're using it on the more powerful, long cast spells) damage buff on the spell casting phase.
