Alternatively, I think it would be better if we all got special tattoos depending where we started in FFXIV.

For me its Stormblood, Stormblood special tattoo would be cool.

My own position on this notwithstanding -- I think I've expressed it at sufficient length in this thread already -- I don't think this is quite a fair comparison.

Yes, Excal Prime is a founder perk, meaning you got it from buying a founder's pack when Warframe launched. However, it is far from the only Prime frame available in the game, and normal Excalibur is certainly available to anyone. (Yes, minus the Prime skin and the Death Orb passive, I know, but still.)

As much as I don't think the legacy tattoo should be obtainable in any other way, I do think part of the issue is people who aren't going specifically "I want that tattoo" but "I want a tattoo, preferably somewhere that's not my face". Any other non-facial tattoo in the game is part of a piece of clothing; it's only there when wearing that top or those sleeves or whatever. As such, the legacy tattoo is currently the only option there for a non-facial tattoo that's part of the character, and I think that's at least half of why many people want it.

It'd be the equivalent in Warframe of Excal Prime not being just a founder perk in Warframe, but being the only Prime in the entire game. And I can only imagine the threads and discussions and general internet-posting-rage you'd get if that were the case. (Or, as Space Mom might say, "Tenno, sensors indicate the infestation has corrupted all life here.")
