Honestly, I don't mind if someone is "undergeared" relative to the hypothetical ideal; if they've got sufficient gear to queue into the content in the first place, they've hypothetically got sufficient gear to clear. Where I get irritated by "undergeared" is when it's either just plain deliberately egregious—wearing stuff an entire expansion out of date with just like a couple of the latest crafted accessories slapped in to raise the average ilevel, or otherwise doing something they know is cheesy to avoid having to upgrade all their gear and still let them pass an average ilevel check—to the point that their gear is such they cannot even survive a raidwide at full health or something.
If someone's undergeared but genuinely trying their best, I'll usually just offer to make them gear once we're out of the instance. This is most often applicable to sprouts in ARR or Heavensward, and is why I keep a retainer full of the appropriate mats (so I can just craft immediately without having to run out and get anything), but I've done it for folks at cap as well; I literally made an offer just the other day to someone who was really apologetic for being relatively undergeared in the new dungeon of "if you get the tomestone mats, I'll make you a set of HQ Rinascita gear." And then I did.
Heck, you're on my datacenter. If you really want to do the new raids but feel your lack of current gear is all that prevents you from doing so, I make the same offer: get the tomestone mats, and I'll make an HQ set of the gear. Other than the tomestone mats, all crafting a current set takes is time, and that I have; I can easily craft while doing something else—watching a movie, waiting for something to compile at work, etc.
