To alert people like yourself who are blatantly unaware that not everyone's game knowledge is on the same page.
Because at this point, many groups are a mixture of players who have done the content before and those who haven't.
People tend to be more forgiving to players doing something for the first time and well, the notice at the beginning doesn't tell you who the new player is.
There's a significant chunk of players who seem to forget that, yes. Also, this doesn't only apply to content that's actually new. It applies to older content as well. When I see the "first time" pop-up from the game, I'll sometimes say it's my first time even if it isn't just to make the other person more comfortable.

Because there are some players who expect others to have studied guides and watched videos before the patch is released (thanks, WoW) and to have also cleared the content in the first 2 hours of release.
It's really annoying to walk into a duty 6 hours after release just to have someone go "everyone knows what to do by now, right?" and then have to listen to them complain when they're the only one not doing it blind.
Can't say it better than this. I'll even specify I don't remember mechanics if it's literally several years old stuff I've only ran once (because why would I ever run Neverreap more than once)
To my knowledge, the game will only specify that there is a new person in the group not who that new person is, and if people do announce as such, depending on their role in the encounter can help things go much more smoothly or just to set an overall expectation from the people. If there are 2 new tanks to Seat of Sacrifice then I absolutely want to know.
Some people just do it as a common courtesy to let other people know about their experience. I don't think it is necessary, but then I also don't see why you care regardless.
