Basically this.
Level 90 is probably a good as place as any for it considering how long the msq is. It's a good place to tack on another daily in addition to the other ones that you'll have piling up over the course of the game.
Despite all the Yoshida-talk about Sanctuary not being for everyone I don't believe for a second that in his eyes it isn't the content that's supposed to keep players busy and logging back in until 6.3 and beyond. Obviously introducing such a blatant retaining system with timesink mechanics straight up from f2p mobile games to new players can both hurt their initial perception of critically acclaimed MMORPG with a mandatory subscription and unnecessarily slower their progress through already glacially paced MSQ. It makes too much sense to limit Island Sanctuaries to level capped players.
The Steps of Faith talk must be a meme though. It is unironically the worst designed duty in a game. No one likes pressing one button interactables instead of playing their job, or using the atrocious cannons. Now that the duty was also nerfed to make aforementioned gimmicks irrelevant it's a glorified target dummy with massively inflated HP. And you are playing a 1/3rd of a job at level 50. I definitely won't miss it.
Oh geez.. How dare they lock Ishgard Restoration behind Heavensward! And Eureka behind Stormblood! And then they lock Bozja behind Shadowbringers?! NEW THINGS ON AN EXPANSION?! Preposterous!!
Also, current Steps of Faith isn't even real OG Steps of Faith.
Vishap had twice as much HP, you had to land both Dragon killers and a DPS LB3 and maybe you killed the boss. Claw hit boxes were gigantic and they'd one shot you, no matter if you were a DPS or a Tank. Lose two/three DPS once and the whole run is probably dead. Heavensward was hard locked behind this, and you needed your FC or a premade to clear, I'm not kidding. That sounds fun to you?
Current Steps is rather mindless in comparison... People just kinda meander around, someone may or may not do Dragon Killer, it doesn't really matter, and nothing does any meaningful damage anymore. So much fun...
They did a really good job with Cape Westwind and with Lahabrea for ARR turning them into solo duties. You can also very easily see that there's NPCs fighting with you in the new version, so I don't understand why you'd suggest WoL is killing Vishap alone.

I think a big thing everyone is overlooking is that Island Sanctuary is a location
and since you don't have to be on a crafter or gatherer to do anything that means you can run around and gather/craft/capture while being in queue for DF things while on the class/job you're going to queue as thus less risk of being stuck in an activity and accidentally missing the queue
that being said it does seem a bit derpy that it's locked behind EW and 90 since having an alternate thing to do while waiting in DF is something that players of all levels could appreciate
The location would be the biggest reason it's tied to the end of 6.0. It seems to be somewhere in the area of Thavnair, which we've only just discovered.
What sense would it make to be going through the story, just barely getting into Grand Companies and then "oh hey, here's a tropical island for you"?
Depending on how big of a time sink this island ends up being, they probably don't want people getting to 30 and then never progressing the story ever again because they're on the island. It already happens with Gold Saucer. They probably also don't want people on free trial having even more to do as they'd have less incentive to buy the game.
I came into the game during HW, and I remember in Steps of Faith, Vishap would always make it to the last barricade no matter what. Now, I am quite positive that no one has seen the cutscene when the Dravanian horde actually wins that fight for years. The fight is a joke now, and one of those I would dread getting in my roulette. There is no defense to keep that instance in the roulettes. Good riddance.Also, current Steps of Faith isn't even real OG Steps of Faith.
