At this stage of the game, there are 3 possible explanations for SE not having fixed this issue. The first is that SE either lacks the resources to fix this issue or feels that the resources required outweigh any benefits gained. The second is that SE lacks the expertise to pull apart the code (I recall someone saying that they are notoriously reluctant to resort to outside help for fixing things) and insert fixes to the housing system. The third is that SE deliberately wants housing to be a restricted commodity. None of these possibilities precludes the others. SE has not even acknowledged that there is a problem and thus all of these possibilities remain on the table. Until we get ANY acknowledgement of this issue, we are essentially perma-stuck at square one with no resolution in sight.
