After that is resolved, he'd be a good candidate for someone to come up fight at our character's side. He already has the skill to do as much and unlike someone like Hien he isn't in a leadership role so him slipping away to find ways to help his homeland would work nicely as a justification for his presence.
I wouldn't get your hopes up for reconstruction anywhere tbh. Every person that went to the moon did so in sidequests. Seems like an unlikely thing to come back up.
