Housing, like some mounts and glam in this game, is one of the things you earn in-game -- by hard work, by luck, or by a combination of both. Getting it isn't guaranteed by your subscription agreement, and never has been.
And that's the deal you agreed to when you signed up.
But there's a big difference. You can farm mounts. You can run the harder dungeons if you take the time to unlock them. You can join statics or use PF and raid 24/7. What you can't do is buy the house you want because there's a built in scarcity.

It's like saying you have the ilvl to raid, but the game will only allow you to fight one encounter every nine days, and if you clear the encounter there will be an increasingly lower chance of loot dropping for you every cycle. Right now my odds at getting "loot" in the upcoming cycle is 0%.
