"Many" is a vague word and since you really haven't brought up any specific complaint with proof, it gets harder and harder to believe.

For personal experience, I got brought once to the gaol for a report and they explained me what did I do to get the report (pulled mobs towards a leech in Pagos) and the resulting penalty (a warning). The only thing they didn't explain is who reported me.

So I'm really intrigued where did you get that from.
