Litterally altering the ping on server to eg. negative ping affecs the GCD hence you would exploit the heck out of the game with quicker cooldowns than anyone else.

The same mechanism that allows XIVAlex or NoClippy to work can also be used to just outright cheat. You'd ultimately have to ban both if you were being fair.

It isn't about changing the GCD, it's about allowing OGCD actions to be completed in the GCD period without clipping it.

It's because of the mechanism by which it deals with the animation lock. There was an incident where incorrect opcodes were circulating for XivAlexander, which when used lead to the inadvertent removal of the caster tax entirely. That does ultimately impact the GCD.
