It does not alter your cooldown. While you could theoretically alter the program to give you negative ping and removing the oGCD animation lock entirely, probably allowing you to tripple or even quadrupple weave, but that's a surefire way to get banned because their logs would show you do something that is impossible to do legitimately.
The main issue is that these tools need to exist in the first place because SE can't be bothered to fix their netcode. The animation lock it imposes on your oGCDs gets longer the higher your ping is, making it impossible to play a lot of jobs properly unless your ping 50ms or less.
What the tools are designed for is essentially only to give you the same gameplay experience as JP players connecting to the JP servers.
I've heard that the devs have previously said that XIV plays fine at 200ms ping, that is a bold-faced lie.
Try doing a proper rotation on jobs like GnB, DrK, Ast, Mch, or really any job that requires you to double weave without clipping your GCD at 200ms ping and tell me how "fine" that goes.

I tried contacting support during 6.1 till ultimate released over packet loss that was strangely heavy in unusual hours. It was experiencing packet loss in dead hours in JP. It's seemingly fine for now-ish.
It wasn't helpful as all I learned was my ISP believes they can not do anything because the packet loss they've found had been in JP where they have no control of and SE claiming the same despite mentioning how it was seemingly coming from an ISP in JP from my end and at most, SE sent a note to another technical group? They didn't really guide me on what to ask my ISP.
Whatever it is, while it's discouraged supposedly, they have no way of detecting it in the first place because nothing unusual should pop up as if it's just normal gameplay unless it's scripted which is no longer just packets and full on a rotation script. You know, TAS bot like. Which has happened.


The devs really should do something about animation lock in client and give the tools there no excuse for legit existance, nuff said.
