There is nothing ironic about comparing apples and oranges. It's just not the same category of thing. By your own logic people shouldn't have to do P1S to unlock P2S when those are current raid tier.You can use a log from the website in tandem with XIV Analysis, which breaks down each players rotation and pinpoints areas of concern and where improvement is needed. Logs are fine as measures of skill if you know how to actually use and read them.
That said, if you have someone with a low combined average, outside of things like gear, you have a fairly decent grasp on their performance level. Same for strictly average medians or high medians. The only issue with the high ones are those that selectively upload. Since there are raiders that will delete anything not above a certain threshold so their medians aren’t affected.
You’re asking for a gatekeep for players that don’t meet skill requirements. This is more or less the same thing.
Your example is an extreme. If you have one blue parse but mostly high purples/oranges, any raider with a lick of sense will realize that blue log was a one off and not the norm. Everyone has bad days. It’s about a collective average and what that average tells you.
I’m merely pointing out how ironic I find it that you dislike a website being used to gatekeep when you are also asking for a gatekeep because you’re tired of unqualified players getting into your parties. And in your specific case mentioned in your OP, your static. Do you not screen players that join? That’s what other raiders use the site for, alongside trials to see the player in action and judge how well they click with the rest of the group.
