I think what you mean is that legacy players and ARR players have the same narrative impact overall.
Because their past don't really have much impact to their future actions. Hence Legacy and ARR basically have the same effect to Season 1.
New Journey could be to ARR like how ARR was to legacy.

ARR wasn't a reboot of the narrative, but a continuation, as is the 6.1 patch to EW. I think you're looking a little too much into something that was lit put in just for legacy players as a "hey, thanks for sticking with us!" - a little nod to their continued support, much like the legacy tattoo and lower sub price. It really isn't deeper than that.

That is literally the sort of content you expect out of a JRPG.

Odd that this is even up for debate, really.

What I think is irrelevant - it's about what makes sense from a narrative stand point. Outside of a few scenes (which you can count on one hand) which were clearly just meant to be easter eggs for early adopters/supporters and are never brought up again... it makes far more sense for us to be the same character than not. If SE come out and say we're different then fair enough, but until that happens, I maintain we were always meant to be the same character.
