I believe you have misinterpreted the data quite incorrectly.
Every server has 24 wards, 60 houses per ward, and 4 total regions (currently).
24 x 60 x 4 = 5,760 Total houses per server (as of pre-6.1)
According to this data chart on XIVHOUSING:
ZODIARK
Zodiark is comprised of 1,644 FC houses total (All member count sizes).
This accounts for 29% of the houses as owned by FCs on the entire server.
The remaining 4,116 houses are all personal owned houses.
This accounts for 71% of all houses owned as personals on the entire server.
Spriggan
Spriggan is comprised of 2,003 FC houses total (All member count sizes).
This accounts for 35% of the houses as owned by FCs on the entire server.
The remaining 3,757 houses are all personal owned houses.
This accounts for 65% of the houses owned as personals on the entire server.
Now let us look at the absolute extreme case which is Balmung. It is most notorious for being the most overpopulated server with the highest demand for housing.
Balmung
Balmung is comprised of 2,245 FC houses total (All member count sizes).
This accounts for 39% of the houses as owned by FCs on the entire server.
The remaining 3,515 houses are all personal owned houses.
This accounts for 61% of all houses owned as personals on the entire server.
In all of the above cases, FC houses that fall within the "shell" category take only a fraction of their respective distribution which further disproves that FC housing and private sales are running rampant on a level that significantly detracts from the personal housing supply. This would support Yodada's statement on your numbers being grossly inflated.
The data falls in line consistently across most servers where roughly 30% of all houses are FC houses including potential "shell" FCs, with 70% being allocated to personal houses. As such it is safe to conclude that as of right now personal houses greatly outnumbers fc houses. Since this data has been pulled directly from lodestone, it has relatively high accuracy for a large scale representation. It is nearly impossible to know the use rate of a house since nobody can monitor a house 24/7.
