Why do FCs get 75% of the wards?

A submariner will have just the one character, no need for 4, as you can use them for other houses. So 396 such FCs. However, you likely need to see which of those have housing and which don't. I think the true number will be under the 396.

To everyone else complaining about small/shell FCs: I cannot state how many small FCs I have personally been in since 3.0 on alt characters ( FCs with less than 10 members ) who haven't even unlocked the workshop, they just want a small FC for close friends.

Small FC =/= Shell FC. That is not fair to small FCs, which are plentiful. Not everyone wants to be in a 90+ person FC.

Then to everyone complaining about empty FC houses: I see far more personal houses that are empty in wards than I do FC houses. I'm guessing people who just want the ability to say they have a house... I don't know, there is no knowing why people do things.

I'm sorry to say just because someone doesn't do what you would want to do with a house doesn't mean you deserve it more.
