As to if the player's who dropped have a "legit" reason other than "I didn't want the lesser exp run, so I dropped", that is up to the GM's to investigate.

That is for intentionally disconnecting to force the party to vote dismiss you so you dont take the penalty. Not for leaving an instance which already has a penalty. Otherwise they would just make the leaving penalty increase each instance...It is.

Also, if you start reporting people for leaving you could be actioned for making malicious and false reports lol.
Yes, the system could be better, until then you use the methods available.
Not doing anything to help stop it, only allows it to happen more.
Like I said, the whole process would take a few minutes tops.

They don't tell you if actions were taken against the reported people.
Sorry. You are just getting the same response everyone does.
Plus, we'd see a huge amount of people on here and reddit if they were getting suspensions over this. and so far, I havent seen a single one.
I joined a duty two days ago and I had a full system crash as soon as the duty commenced. It took me several minutes to get back in and by the time I did the duty had ended - it was the guildheiest everyone hates (the poison one). I felt so guilty that people might have assumed I disconnected on purpose.
Ah, but that's where your tall tale comes to an end. Square Enix doesn't share any information about potential penalties with the person who reported someone. To do otherwise would infringe on their privacy.
