Do people in SFV complain that people run mods when it's also a cross platform and by the way, highly lucrative and competitive scene? Not at all

Why? Because the mods don't affect YOUR gameplay

If you ran to Capcom screaming they'd ignore you as well just like SE is and that's a game played competitively with real money prizes at stake.

And that game has frame data recording in live matches, hitbox detection mods, model retextures and so on.

Capcom doesn't care because it does not affect YOUR gameplay.

So you can take your authoritarian desires, turn them sidewise and stick them somewhere.....else.
