Why NOT allow PvP's Combo-actions to be used in PvE?

The majority of others are already 1-1-1-1 with some sort of proc set so it's not really a fair argument against.

Yeah but the missing combo actions for those classes are replaced by proc actions. So at the end of the day you still have similar levels of button bloat and that doesn't solve anything for controller players. Combining combos without those extra skills however is.. in a way, something we already have with healers. And healers have been complaining about it for years.
I think the initial sentiment of wanting to avoid button bloat for controller players makes sense. But I also think people underestimate the difference between pressing 1-2-3 and pressing 1-1-1.
