Soul Eater actually is decent healing, the problem is that the other tanks just have better healing. It just has some issues the other tanks don't.
Brutal Shell is better because you get a shield so if your HP is capped you still get effect out. Since the heal is half of Soul Eater but the shield matches the heal, the effective HP gained is the same. On top of that, GNB has more GCD's to use so they can't use Brutal Shell as often as Soul Eater gets used since they have Gnashing combo, Burst Strike, Sonic Break, and now Double Down to take up GCD's. The healing is a little low because the vast majority of GNB I see don't even use Aurora at all, which they should be. It's a 0 cost ability, no resource cost, no DPS loss, just free HoT.
PLD gets their heals front loaded with their burst so it will naturally be stronger. With no main GCD combo having regular sustain in it, their heals coming from both Shelltron and their magic combo, it's more of a "burst heal" I suppose, which can inflate the number a bit. But also, Clemency might be bloating that number a bit as well.
Warrior has healing in their main combo, but also in their off globals several times over.
DRK on the other hand only has one other GCD to use other than their main combo that has healing in it. This actually inflates that number significantly since the healing also might not even take effect. You don't overheal. It's actually worse than it looks for this reason. Just because it happens often doesn't mean it makes a difference or is in any way meaningful. Aurora suffers from this as well, but at least it's off global with 2 charges so it can be timed for when someone is taking sustained damage. Souleater just happens and we're supposed to just accept that it's a good form of healing even though there's no intention behind it. Tying a small heal to a GCD removes the idea that tank mitigations are used with intent, which every off global is. Tying it to GCD spam doesn't make it good mitigation, it makes it something that just happens without calculation, and that lies the real issue with Soul Eater being the only heal DRK has.
Let's just make a petition to bring back a modernized version of Sole Survivor. DRK used to have a self heal, it got removed, now every tank has heals but DRK, and it's kind of insulting. Even DPS classes get more meaningful heals. Reaper got the TBN upgrade DRK deserved.

Brutal Shell heals for more than half of Souleater. Brutal Shell has a potency of 200 while Souleater has a potency of 300. However, because Brutal Shell offers a shield that matches the healing, you're effectively getting a 400 potency heal/shield combo with much less risk of overhealing.
Brutal Shell is superior to Souleater in every way.
That and brutal shell is the 2nd hit of your combo instead of 3rd, so if you *really* needed it, it'd be easier to spam that heal.

if only they loved it enough to make it interesting like being able to keep it on the field by sacrificing darkness or refresh with every flood/edge use. Nerfed potency of course. Or maybe just not have it on a 120 second CD since not everyone thinks using all your skills every 60-120s is thrilling gameplay.
I find it extremely ironic the class that traditionally absorbs HP to use HP as a resource for doing big namazu damage does none of those things.
It's worse than that. Reaper shield has a heal potency, so it's the TBN rework we wanted but on a DPS class. Their avatar thing (whatever it's called) is just Living Shadow but better. Deaths Design is Darkside but better, since overcapping is actually a bad thing and you have to actually think about it. Blood Stalk and Grim Swathe are just Edge and Flood of Darkness but better, since they are tied to a resource based on their 3 part combo Gibbet/Gallows and Guillotine are just Blood Spiller and Quietus but better.. Reaper is literally the Dark Knight rework the players have been begging for.

For some perspective…
Souleater is a 300 potency heal, done every third attack on Dark Knight’s main combo. Roughly every 7.5 seconds not counting skill speed.
Brutal Shell is a 200 Potency Heal, with an additional 200 potency shield ( Shield strength is based on HP restored, according to tool tip. ) every 5 seconds, not counting skill speed.
Food for thought: The main source of Drk’s sustain is a heal potency that is less potency than Physick, and is pretty much their only source of sustain, realistically, roughly every 7 seconds.
Meanwhile Gunbreaker is healing and shielding for more, every 5 seconds, on top of Aurora, and Heart of Corundum.
And they get the benefit of their shielding regardless if they cap health or not.

No offense, but this is a pretty ironic way to start your post when you then go on to implicitly suggest that Gunbreakers are doing the first two steps of their combo without ever finishing one, solely to pump their passive healing.
I understand that a lot of people aren't happy about these elements of Dark Knight right now (even if I disagree with a lot of specific criticisms/suggestions), but there really does come a point where it turns into a sort of groupthink hysteria, and people are inventing scenarios that don't practically exist and measuring the class by unrealistic metrics just to invent new ways to call it bad.
If you want to bring in other parts of the kit and make a more holistic argument, that's fine. But in a one-to-one comparison of the passive healing from each tank's standard GCD rotation, Souleater is not especially disadvantaged when compared to Brutal Shell, Holy Spirit, or Storm's Path.
