VW has enough money to build there own chip factory, but they didnt because everyone prefers the cheap stuff from asia for better profits. If there would be more companis willing to produce these chips we wouldnt have this issue.

It also takes time to build a factory. Quite a few new ship factories are being built... yet it will take until around 2023 for them to be up and running.

VW may have money but it doesn't means they have the technology.
Currently, only TWSC and Samsung as capability making most advanced chips.
China has a lot of money to burn and you don't see they are able to making chips on their own
