I think the way it works is you need the primary and secondary at 30 and 15 respectively for the first quest. Once you finish that quest you unlock the job. The job matches the level of your primary class, which will be at least 30. After that the quests at 35, 40, 45 and 50 will be based on the level of the job, not any of the classes.

your job will be ranked along with your class that unlocks it. if you are a r50 gla you get r50 pld. you will not get its abilities without completing the quests though. if you are r35 gla you will be r35 pld. as you rank either pld or gla both the class and the job levels will increase together. no matter the level of your pld you have to complete the quests to unlock its abilities.
