The problem is they keep saying semi-conductor shortage, and while there is a shortage there isn't zero supply. Their argument falls apart once you actually put it to the test. You can order a high end maxed out server and the lead time is currently about a month. A more mid-range server has a 3-day lead time. Sure, it's not tomorrow, but if they've really been trying for 7 months then they'd have had the hardware long ago.

It's a little bit like how they said the 2002 error was due to user packet loss, but we found out they deliberately time out connections after 15 minutes and when the client reconnects if the data centre is full you get a 2002. It actually has nothing to do with packet loss of the client end.

Square Enix/the dev team aren't being completely truthful and they're getting found out.
