The shortages are just that. SHORTAGES. They are out there. Granted, the cost may be 5x, 10x, or even 20x the normal price, but they are out there. With all the money they've received from the WoW migration, that was their first red flag. Then when preorders launched, that was their second. Fast forward to today, here we are. Another expansion release, even worse queue lines that normal. FF14 claimed this hasnt been the first time this occured. This has happened with every expansion. So what else is the consumer supposed to think other than they aren't fixing the issue.
Theres also reasons why companies spend 100k+ dollars on public relations. Its to coerce consumers into acceptance. The shortage excuse is just that. They have the money to buy the hardware they require, they just dont want to pay the ridiculous skyrocketing prices for it.
