I vote no.

There are many reasons which may cause players to spend a decent time on any given map that aren't doing so to avoid the AFK timer.

It could be a player attempting to figure out their rotation for their class. Going ham on a training dummy.

It could be a crafter.

It could be someone fate farming.

It could be someone working on side quests on a map to level up another class on top of the ones they've been able to keep leveled up with the main story.

It could be someone who doesn't spend any time during the main story looking for aether currents and is going through and doing all of the aether current finding and side quests and it could have them going various places. Especially those on maps not from Endwalker as currently guides may still be outdated due to the change in location of some aether currents as well as removal of some.

It could be someone on a story step that keeps you on a single map for an extended period of time.

Your solution punishes those who truly wish to play more than it punishes those who are abusing the system.
