It's not a priority to you. You want to dictate how others are allowed to play the game, or saying that SE should dictate how players are allowed to play the game. That's not a viable solution.

well, in your playstyle maybe it isnt a priority, but not everyone is you.
people play mmo's or any game for a variety of reasons.
why not say lalafels are not a priority because they are too short to see the sights anyway. so between 5 am and 10 pm they are not allowed to log in. pint sized characters are not a priority.

If you have to have an arm's length list of exceptions to a "solution" then it's not a good solution
The only good solution in OP at all is queue priority for people kicked by 2002 errors. Another fix (with the disclaimer that I'm not sure this is possible either) is to actually keep people's place in the queue for longer so it isn't constantly kicking people to the back of line.
The queues are a self perpetuating problem. The queues are long because a lot of people want to play, but a lot of people don't want to log out because the queues are long, and the waits are made even worse because of the errors kicking people all the way to the end of line, which makes people not want to log off, which keeps the queues long...
Limiting people's playtime based on arbitrary definitions of any one person's definition of "acceptable use of playtime" is both unrealistic and imo far more likely to do harm than good.

"Run when you have to, fight when you must, rest when you can." - Elyas Machera, The Wheel of Time

And I've heard some of the cutscenes are 1 to 2 hours long in this new expac, so that would suck. Just to be watching a cutscene and get dc'd. That would not be better to me than being crit by the queue error boss. I'd rather just wait for everything to calm down and experience it all in one go then have to reconnect through a queue and the errors again, only to be disconnected during the cutscene again.It... it takes longer than thirty minutes to quest through a zone, to actively play the game, especially if you take into account cutscenes. Unless you specifically mean rest zones such as cities, but that's still not fair because, as someone else pointed out, what about crafters? Or what about places like Old Sharlayan which is a city and quite a bit of the starting story takes place there? They're playing the game in ways it's intended to be played and they should be punished for that?
I vote no.This is the best solution that should have been implemented by now. Any player that remains in the same zone for more than 30 minutes, even if they are walking against a wall, typing, performing or rearranging their HUD should be instantly kicked and given a 1 hour login penalty.
Add exceptions to End Credits, Eureka/Bozja/Zadnor, and current EX trials and you fixed the login problems with one simple trick.
There are many reasons which may cause players to spend a decent time on any given map that aren't doing so to avoid the AFK timer.
It could be a player attempting to figure out their rotation for their class. Going ham on a training dummy.
It could be a crafter.
It could be someone fate farming.
It could be someone working on side quests on a map to level up another class on top of the ones they've been able to keep leveled up with the main story.
It could be someone who doesn't spend any time during the main story looking for aether currents and is going through and doing all of the aether current finding and side quests and it could have them going various places. Especially those on maps not from Endwalker as currently guides may still be outdated due to the change in location of some aether currents as well as removal of some.
It could be someone on a story step that keeps you on a single map for an extended period of time.
Your solution punishes those who truly wish to play more than it punishes those who are abusing the system.
People will just macro teleporting to different maps, or walking back and forth a zone line. This doesn't help and isn't easy to prevent.Kick players who are not only inactive, but any that have not changed position for more than 30 minutes. There are people who use macros and automation to prevent the 30 minute AFK timeout.
Clear accounts and make more room for other players.
This would only be for a month or two until things settle down.
Unfortunately there are players who are using macros or other means to keep their character "active" so they can stay connected all day to avoid the Login Queue.
No. Setting time limits of how long you can play is horrible, that would penalize players in not being able to do all the dailies and progress thru the story.

What about those that want to even play the game?
