You really need to get off of this Popularity thing.....its not even an argument. And your taste doesn't resonate with everybody, hurry up and learn to accept that.
Different people have different taste. Some things appeal to a Broader Base then others. Everybody should be able to get the Flavor they like.
The "Pretty" Crowd has all types of Flavors to chose from...meanwhile the Beastmen Crowd, only has one. And we are hoping our next one will be good to.
Wait wait wait, I just put 2 and 2 together...is that why some have been calling it a woke agenda? because it's no secret that the "strong independent woman" characters being big and beefy, with shaved, sometimes dyed Karen hair that reject all forms of femininity are becoming a stereotype, but that's ...not the same as calling out the idea that not all women conform to the status quo of conventional beauty - That's some pigeonholing going on in that logic
Why should I? At the end of the day female hrothgar are a product. It's why male viera came out first, and femhroth are on the backburner. If they decided to come out with incredibly niche designs, on an already niche racial concept, it would be a complete waste of resources, dev time, and money. Regardless of it supposedly making the game's racial options more diverse, and "completing" hrothgar as a race. Female hrothgar should not only fill out this niche (a female bestial race), but also be appealing enough to customers that it's actually worth the investment, and time spent.

Women can have muscle and still have a feminine figure. These things do not exclude each other. However, roided out rectangle is a niche within a niche within a niche.
That or it just makes more sense to focus more attention on 1 thing over splitting it between 2 things? More time put into something and then doing the next makes both better?Why should I? Whichever one came out first isn't relevant, the point is yes, Female Hrothgar, or Hrothgar in general are Niche. The popularity of the races, isn't an argument or a factor in their creation. If they have a fanbase, small or big, its not a waste of time or Resources. They made it clear this isn't even the concern with the race, they were made as another option that the game lacks.
If they cared that much about the Monetization of the race and this more "popular" option would be better, they wouldnt have made the Hrothgar to begin with, or they wouldn't have made them the way they are.
The "Missing Gender" of this Race will be appealing to the Niche it Fills. Thats bigger then you want to give it credit.

From my personal experimentation, I think simpler designs suit her well. I do think she looks awkward in frills, and on the other end can tip more easily into looking masculine in things that other races "get away with" better. But there's a definite middle road of things that she looks good in. As an example of dresses specifically, the Ao Dai, Eastern Togi and Neo-Ishgardian dresses work well, and I'm trying to get the Type-51 caster gown.
Just because they're not popular doesn't mean they can't objectively look nice. It just means that the majority of people think another race looks nicer.
I have said before – her arms look too skinny. It doesn't match her overall proportions.
Another thing to consider with the curvier hips is that it's something they're freed up to do when the character uses a custom all-in-one body piece and not something that has to consider clipping or fitting under any chest piece the player chooses to equip.
For comparison with a normal Roegadyn (closest pose/outfit I have on hand)...
I don't think it's much different but the normal model looks fine to me and the supposedly "better" model for Gunnhildr does not.
Is it the pose? Am I imagining it? Gunnhildr looks wrong to me every time I see her.
