There is a big difference between making a mod (particularly for a single player game) in one's own time and implementing content into an MMO with budget restrictions, scheduling needs, QA standards and a whole bunch of legal overhead.
I'm not making this stuff up, it's stuff I've learned from interviews with the people making XIV. I've also seen mod creators back up the fact that making mods is not the same as developing for an MMO.
It's not me making it more complex than it needs to be, it's you assuming it's easier than it is.
