
Im sure im missing something but why will we no longer be using rising windmill or blood shower during flourish?

A single flourish buff is shared between Cascade and Windmill; and another between Fountain and Shower. The Flourish ability will provide both of these, the Fan Dance III flourish buff, and a new Flourish-only flourish buff to be spent on the giant blue peacock attack Fan Dance IV.

It's a numerical nerf, but a usability buff (no longer have to worry about if using your single-target procs is worth it on AoE packs, for example), and probably needed with how full the Tech/Flourish window is now.
That's actually my biggest complaint about the changes - instead of giving us something to do throughout our rotation, all 3 new damage skills (FD4, Starfall, Tillana) are stacked together inside the already busy Flourish/Devilment/Tech window. And the rest of the time is back to being just... stocking feathers, I guess.
