if people couldn't even wait for that short period of time, I can see soon they will complain anyone who don't pop sprint whenever it is available

If this were the case, what’s so bad about missing 10 to 15 seconds of a fight? Might miss a raid wide, maybe a single aoe marker. Unlikely to even see a tank buster by this point.
Unless, they are longer than that and you are just down playing the length of cutscenes to add further scrutiny towards people who don’t wait? The latter sounds more likely
They are actually 10-15 seconds. Brayflox's boss intro is about 13s, iirc. Personally, I honestly don't care if people pull during the dungeons with short cutscenes like that. At best, the cutscene watcher is missing a few autos and maybe an aoe marker as you said.
But three dungeons in particular have very long boss cutscenes, Stone Vigil, Thousand Maws, and Aetherochemical IIRC. All three have cutscenes that actually give MSQ exposition, and all three are about 2.5-3mins long, which is enough time to actually make the cutscene watcher miss out on the entire fight, if not the majority of it. In those instances, people should 100% chill out and go grab a snack/drink or check their phone while the cutscene watcher enjoys their MSQ. Lest you know, enough complaints roll in about those dungeons that Square feels the need to give any dungeon that's not super quick cutscenes (or worse, every dungeon) the Praetorium treatment and you'll be forced to waste that 2-3 mins every time, even if no one's new.
So there goes the cutscenes are short argument. 3 minutes can be a long time when you consider how much of a percentage of the run that is. I don’t care what you all do during cutscenes. I'm just saying, if I am spam running content for gear upgrades, tomes, and/or relic items, and I can put down an Earthly Dominance 10 seconds after cutscene starts, wait for it to explode on it's own (20s) and still have that person not be out of cutscene, then no cutscenes are not "10-15 seconds".
I don't care about waiting majority of the time. But if I am trying to farm content that has longer cutscenes, and there is ALWAYS someone new, then I'm going to get impatient. Also, I'd like to point out that 3/5 times there is someone watching cutscene in the content I run, they're not even new. It's not their first time running it.
