
There are literally clouds in the zone art.
Also keep in mind that Hydaelyn's physics aren't exactly 1:1 with our world's. Aether is the building blocks of all things, not atoms. If you can breathe there, it kinda implies that there's probably wind aether there.
You can very easily see the curvature of the planet from up there so it's safe to assume it's really, really high in the air, in any case.

I don't think there was ever any mention of Silvertear Lake. That was just fan conjecture when we were told it would deal with a long-standing mystery but prior to the presentation where we got the "Myths of the Realm" title card reveal.
This is the problem with assumptions. That floating zone could be Allagan or made by Sharlayans too. They just haven't given us enough evidence to say what it is yet.I'm mostly referring to that Endwalker zone that by all appearances is a floating sanctuary of Ancient make; presumably spared from calamities simply by virtue of being too high in the sky to be affected.
I feel like if one such place exists, there could easily be others given the nigh-limitless potential of the Ancients, plus we don't really much of an idea of if/how the other continents in the world were affected by the calamities.
I mean...it has distinctly Ancient-styled architecture and we'd have a valid reason for going to such a place with there still being a ton of things we don't know about the Ancients or the Final Days.





Concept art can differ wildly from the what the finished product appears as though, so take that with a grain of NaCl.
Although if a floating Allagan structure could survive completely intact and operational through countless Calamities including the most recent one (Azys Lla), it's not too much of a stretch an Ancient pre-Terminus/Sundering one could as well (also, remember on the expanded Hydaelyn world map shows a very suspicious floating island right above the Garlean capital... maybe this is it.

There are clouds that are clearly beside it and above it in the upper right corner.
And yes, the fact that you can breathe on the moon implies that there is probably some form of aether there as well. Like I said, FF14 and real physics are not 1:1. We know the moon there supports life, for one.
