Yes they can, it's the same thing.

You go with the flow of the majority. If 3/4 of the players are going fast, you are doing a fast run. If 3/4 of the players going slow, then you are doing a slow run. If you as the odd duck out don't like it, you can leave, or express that you'd rather be kicked and if the 3/4 aren't control freaks they'll send you on your way so you can try your luck in a re-queue immediately.

At a certain point, y'all just need to accept that maybe this game is not for you then. By design.
It's a narrative focused game, that's the highlight. They have to ensure that mandatory content is not too difficult to blockade progress.

However, there's a majority of harder content that exists! Where ppl spend weeks attempting before clear, have lengthy conversations before and after each pull, develop strategies based on the capabilities of those participating, abandon those strategies and rework them, etc.

That's not dungeons though. Especially older dungeons. Which again, by design they incentivize players to queue for to facilitate newer players getting through the mandatory content with daily and weekly incentives, which is why veteran players are trying to go as fast as possible... They have a whole list of queues to get through.

For ppl that can't accept that, there s already a tried and true system in place to help with that. The Party Finder, where you can specifically write in a comment block what your intent is so you can ensure that everyone that signs up is on board to cater to your needs.
