MSQ cutscenes - Allow vote to skip if there are no first time/new players

Yeah I'm with you on that for most things. You can do prat with 2-3 people, haven't tested it with 1 person before. Don't hate the player, hate the game.

It's only Prae, sure, but how you choose to handle yourself in that type of a situation does say quite a lot. I'm perfectly OK hating a lazy player, don't you worry.
