    I'd argue that Hien isn't one dimensional, though. Especially when compared to Zenos. Imagine, for a moment, that it was Yotsuyu rather than Hien who decided to flood Doma Castle and sent the invading Doman forces to a grim and watery grave crushed beneath debris? The narrative would be that such an act is 'unforgivable', especially with how cruel a death drowning happens to be. Yet in reality, it is Hien who embraces such a plan in order to minimise losses where his people are concerned. In addition to that, he effectively drags the Xaela into a war that does not concern them so that his people are exposed to less danger as a consequence. He hides a tactical, opportunistic and somewhat sinister mind behind all the charm. Then, of course, there's the way in which he simply wanted to brush the issue of Yotsuyu under the rug as an inconvenience.

    He was never really presented as a perfect hero whose every decision was perfect and without consequence. Which makes him inherently more intriguing and interesting than most of the other City State leaders who bend over backwards to apologise for their supposed sins.
